Israele : boicottaggio, ritiro degli investimenti e sanzioni – 10/01/09

È ora. Un momento che giunge dopo tanto tempo. La strategia migliore per porre fine alla sanguinosa occupazione è quella di far diventare Israele il bersaglio del tipo di movimento globale che pose fine all’apartheid in Sud Africa.
Nel luglio 2005 una grande coalizione di gruppi palestinesi delineò un piano proprio per far ciò. Si appellarono alla «gente di coscienza in tutto il mondo per imporre ampi boicottaggi e attuare iniziative di pressioni economiche contro Israele simili a quelle applicate al Sudafrica all’epoca dell’apartheid». Nasce così la campagna “Boicottaggio, ritiro degli investimenti e sanzioni” (Boycott, Divestment and Sanctions), BDS per brevità.
Ogni giorno che Israele martella Gaza spinge più persone a convertirsi alla causa BDS, e il discorso del cessate il fuoco non ce la fa a rallentarne lo slancio. Il sostegno sta emergendo persino tra gli ebrei israeliani. Proprio mentre è in corso l’assalto, circa 500 israeliani, decine dei quali artisti e studiosi rinomati, hanno inviato una lettera agli ambasciatori stranieri di stanza in Israele. La lettera chiede «l’adozione immediata di misure restrittive e sanzioni» e richiama un chiaro parallelismo con la lotta antiapartheid. «Il boicottaggio del Sud Africa fu efficace, Israele invece viene trattato con guanti di velluto…. Questo sostegno internazionale deve cessare.»
Tuttavia, molti ancora non ci riescono. Le ragioni sono complesse, emotive e comprensibili. E semplicemente non sono abbastanza buone. Le sanzioni economiche sono gli strumenti più efficaci dell’arsenale nonviolento. Arrendersi rasenta la complicità attiva. Qui di seguito le maggiori quattro obiezioni alla strategia BDS, seguita da contro-argomentazioni.
1. Le misure punitive alieneranno anziché convincere gli israeliani. Il mondo ha sperimentato quello che si chiamava “impegno costruttivo”. Ebbene, ha fallito in pieno. Dal 2006 Israele accresce costantemente la propria criminalità: l’espansione degli insediamenti, l’avvio di una scandalosa guerra contro il 
Libano e l’imposizione di punizioni collettive su Gaza attraverso un blocco brutale. Nonostante questa escalation, Israele non ha dovuto far fronte a misure punitive, ma anzi, al contrario: armi e 3 miliardi di dollari annui in aiuti che gli Stati Uniti inviano a Israele, tanto per cominciare. Durante questo periodo chiave, Israele ha goduto di un notevole miglioramento nelle sue relazioni diplomatiche, culturali e commerciali con moteplici altri alleati. Ad esempio, nel 2007, Israele è diventato il primo paese non latino-americano a firmare un accordo di libero scambio con il Mercosur. Nei primi nove mesi del 2008, le esportazioni israeliane verso il Canada sono aumentate del 45%. Un nuovo accordo di scambi commerciali con l’Unione europea è destinato a raddoppiare le esportazioni di Israele di preparati alimentari. E l’8 dicembre i ministri europei hanno “rafforzato” l’Accordo di Associazione UE-Israele, una ricompensa a lungo cercata da Gerusalemme.È in questo contesto che i leader israeliani hanno iniziato la loro ultima guerra: fiduciosi di non dover affrontare costi significativi. È da rimarcare il fatto che in sette giorni di commercio durante la guerra, l’indice della Borsa di Tel Aviv è salito effettivamente del 10,7 per cento. Quando le carote non funzionano, i bastoni sono necessari.
2. Israele non è il Sud Africa. Naturalmente non lo è. La rilevanza del modello sudafricano è che dimostra che tattiche BDS possono essere efficaci quando le misure più deboli (le proteste, le petizioni, pressioni di corridoio) hanno fallito. Ed infatti permangono reminiscenze dell’apartheid profondamente desolanti: documenti di identità con codici colorati e permessi di viaggio, case rase al suolo dai bulldozer e sfollamenti forzati, strade per soli coloni. Ronnie Kasrils, eminente uomo politico sudafricano, ha detto che l’architettura della segregazione da lui vista in Cisgiordania e a Gaza nel 2007 è “infinitamente peggiore dell’apartheid”.
3. Perché mettere all’indice solo Israele, quando Stati Uniti, Gran Bretagna e altri paesi occidentali fanno le stesse cose in Iraq e in Afghanistan? 
Il boicottaggio non è un dogma, è una tattica. La ragione per cui la strategia BDS dovrebbe essere tentata contro Israele è pratica: in un paese così piccolo e così dipendente dal commercio potrebbe effettivamente funzionare.
4. Il boicottaggio allontana la comunicazione, c’è bisogno di più dialogo, non di meno. A questa obiezione risponderò con una mia storia personale. Per otto anni i miei libri sono stati pubblicati in Israele da una casa editrice commerciale chiamata Babel. Ma quando ho pubblicato “Shock Economy” ho voluto rispettare il boicottaggio. Su consiglio degli attivisti BDS, ho contattato un piccolo editore chiamato Andalus. Andalus è una casa editrice attivista, profondamente coinvolta nel movimento anti-occupazione ed è l’unico editore israeliano dedicato esclusivamente alla traduzione in ebraico di testi scritti in arabo. Abbiamo redatto un contratto che garantisce che tutti i proventi vadano al lavoro di Andalus, e nessuno per me. In altre parole, io sto boicottando l’economia di Israele, ma non gli israeliani.
Mettere in piedi questo programma ha comportato decine di telefonate, e-mail e messaggi istantanei, da Tel Aviv a Ramallah, a Parigi, a Toronto, a Gaza City. A mio avviso non appena si dà vita ad una strategia di boicottaggio il dialogo aumenta tremendamente. D’altronde, perché non dovrebbe? Costruire un movimento richiede infinite comunicazioni, come molti nella lotta antiapartheid ricordano bene. L’argomento secondo il quale sostenendo i boicottaggi ci taglieremo fuori l’un l’altro è particolarmente specioso data la gamma di tecnologie a basso costo alla portata delle nostre dita. Siamo sommersi dalla gamma di modi di comunicare l’uno con l’altro oltre i confini nazionali. Nessun boicottaggio ci può fermare.
Proprio riguardo ad ora, parecchi orgogliosi sionisti si stanno preparando per un punto a loro favore: forse io non so che parecchi di quei giocattoli molto 
high-tech provengono da parchi di ricerca israeliani, leader mondiali nell’Infotech? Abbastanza vero, ma mica tutti. Alcuni giorni dopo l’assalto di Israele a Gaza, Richard Ramsey, direttore di una società britannica di telecomunicazioni, ha inviato una e-mail alla ditta israeliana di tecnologia MobileMax. «A causa dell’azione del governo israeliano degli ultimi giorni non saremo più in grado di prendere in considerazione fare affari con voi né con qualsiasi altra società israeliana.»
Quando è stato interpellato da The Nation, Ramsey ha affermato che la sua decisione non è stata politica. «Non possiamo permetterci di perdere neppure uno dei nostri clienti: è stata pura logica difensiva commerciale.»
È stato questo tipo di freddo calcolo che ha portato molte aziende a tirarsi fuori dal Sud Africa due decenni fa. Ed è proprio questo tipo di calcolo la nostra più realistica speranza di portare giustizia, così a lungo negata, alla Palestina.

Già da diverso tempo evito con cura tutte le merci con barcode 729, poca cosa, ma almeno non ho sulla coscienza anche il fatto di aver contribuito al sostentamento di uno stato con governi che si perpetuano di chiara matrice nazista, terrorista, criminale e razzista.
Altro che unica democrazia in Medioriente, è una etnocrazia delle più becere e ripugnanti!

Since its inception over 80 years ago, Caterpillar has grown to be the world’s largest maker of construction and mining equipment, diesel and natural gas engines, industrial gas turbines and Caterpillar bulldozers.
Caterpillar equipment, especially the D9 bulldozer, has been equipped with armor and military equipment by third parties, and used as a combat engineering vehicle. Caterpillar has been criticized for selling its equipment to Israel, which has used it in the destruction of Palestinian homes.
A shareholder motion to examine the issue has been brought repeatedly at Caterpillar’s annual meetings by investors opposed to Israeli policy. In recommending a vote against the motion, Caterpillar’s board stated, “Caterpillar shares the world’s concern over unrest in the Middle East and we certainly have compassion for all those affected by the political strife. However, more than two million Caterpillar machines and engines are at work in virtually every country of the world each day. We have neither the legal right nor the means to police individual use of that equipment. We believe any comments on political conflict in the region are best left to our governmental leaders who have the ability to impact action and advance the peace process.” The motion received 4% of shareholder support at the 2004 annual meeting.
The family of Rachel Corrie, an American who was killed by a Caterpillar tractor while protesting Israeli military action in Gaza, sued Caterpillar alleging it violated human rights and committed war crimes by knowingly selling its equipment to the Israeli army. Four Palestinians whose homes were bulldozed joined her as plaintiffs.

Carmel Agrexco (or in short Agrexco), established in 1956, is Israel’s largest exporter of agricultural produce, with the European Union one of its major markets. Agrexco is a state-owned company, with 50% of its stock held by the State of Israel, 25% by the Israeli Production and Marketing Boards, and 25% by Tnuva.
In August 2008, the Israeli government approved a privatization program for Agrexco, stipulating that at least 51% of Agrexco’s stock should be tendered to private investors.[2] This decision follows in the wake of the recently completed transformation of Tnuva from a cooperative owned by Israeli farmers (kibbutzim and moshavim) to a private company owned by Apax Partners.
In 2007, Agrexco marketed 435,000 tons of fresh agricultural produce with a turnover of €653 million. This consisted mainly of vegetables (47%), cut flowers (19%), and fruits (14%). In addition to exporting the produce of Israeli farmers inside the Green Line and in West Bank settlements, Agrexco is the main export channel to Europe for Palestinian fresh produce from Gaza (carnations, strawberries, cherry tomatoes).
Agrexco has a global network of marketing branches operating in London, Frankfurt, Paris, Rotterdam, New York, Zurich, Vienna, Madrid, and Milan. Special sales offices in Israel deal with countries where Agrexco does not have representative offices, such as Eastern Europe, the Far and Near East. Carmel Agrexco’s main UK depot is in Swallowfield Way, Hayes, Middlesex.
Carmel Agrexco is responsible for the export of two-thirds of all produce from the Israeli settlements in the Palestinian Territories and violates international law by supporting settlements and engaging in persecution of Palestinian workers.

The televised ads will reach audiences of up to 700 million in an estimated 198 countries. The deal doesn’t stop with promoting Israel but actually grants Israel a physical presence in the stadium.
